Elgin-Middlesex Detention Centre (EMDC) Intermittent Facility

Location:

London, Ontario

Owner:

Ministry of Community Safety and Correctional Services

Consultant:

NORR Ltd.

Challenge:

  • Design a secure facility for intermittents (individuals sentenced to jail time of 30 days or less) inside the high-security fence but segregated from the inmates serving long-term sentences
  • Build a post-tensioned membrane structure
  • Require design approval by Detention Ontario and the union representing the Guards
  • The design needed to meet the Province's mandated security levels while giving the inmates a friendlier surrounding
  • Ensure a safe environment for guards

Objective:
Design and build a safe and secure environment to house 120 weekend inmates while keeping the weekend internment centre separate from the long-term prison population. Prisons are traditionally very expensive to build and maintain. Correctional services wanted a “weekend” solution that would be easily maintained, secure, yet cost-effective.
